How can i make my css all foggy

i want to know how i can make my css foggy ( like all bright and thingy ). ive seen some videos in the Humor fourm and noticed some people have cool lighting that makes their css all foggy which ultimatly makes it look more realistic. Does css automatically set it or do i have to manually enable it? thanks tongue ive searched it in google but i do not know what to type wink

There are some console commands for fog, but server has to run sv_cheats 1
which is imposible, couse ppl will use cheats. thing you can do, is to set brigthness in Options in your CS:S.

Maybe.. they have uber graphic cards so they run like anti-aliasing x16 and everything on their client. :P
